COMMUNIQUE ISSUED AT THE CONCLUSION OF THE FIRST OSUN STATE YOUTH TOWN HALL MEETING FOR THE YOUTHS OF OSUN STATE, HELD AT THE WOCDIF CENTRE, OSOGBO, OSUN STATE, FROM DECEMBER 16TH – 17TH, 2009

The First Osun State Youth Town Hall Meeting was held in Osun State from December 16th – 17th, 2009, with the theme: “Towards a Better Future: The Roles of Nigerian Youths.”
2. The Day One featured the Opening Session which was declared by His Excellency, The Executive Governor of Osun State, Prince Olagunsoye Oyinlola, represented by the Honourable Commissioner for Special Duties, Alhaji Taiwo Sunmonu. Thereafter, Lecture Presentation Session was followed.
3. Day Two was exclusively for an Interactive Session between the Honourable Members of the Nigerian Youth Parliament and the Youth delegates from Osun State. The delegation was based on the registered Voluntary Youth Organisations and twenty (20) participants from each Local Government Areas of Osun State.
4. The Interactive Session was centred around five (5) Thematic Issues with particular attention to their relationships with Youth Development in Osun State. These are: Self Appraisal; Unemployment; Education; Health and; Youth Involvement in Policy Formulation.
5. Consequent upon the (4) above, the Meeting deliberated and unanimously came up with the following Resolutions: That:
The Osun State Government should see to the creation of a full – fledged MINISTRY OF YOUTH DEVELOPMENT in Osun State.
The Osun State Government should provide vocational training centres.
The Osun State Government should encourage foreign and local investors.
The Osun State Government should re –open the technical schools and re – habilitate the existing ones.
The youth should embark on self – employment and develop their entrepreneurial skills.
The Osun State Government should provide more basic infrastructures at all levels of education.
The Osun State Government should provide adequate supervisors for schools and make available training and re – training of teachers.
There should be drastic reduction in the school fees of the students at the Osun State University.
The Osun State Government should re – structure educational curriculum to reflect the practical side of the curriculum.

Moral instructions should be revisited in schools through civic education.
The Osun State Government should encourage voluntary youth organisations in schools and provide them with necessary materials to curb moral decadence.
Government should provide youth – friendly centres in each Local Government Areas of Osun State.
Youth should come out en – mass in order to perform civic duties & rights and shun violence during elections.
The Osun State Government should re – introduce Environmental Sanitation and allow voluntary youth organisations to supervise in the State.
Youths should be involved in policy – making at all levels of Government.
The Government should equip the existing health centres and build more.
The civil servants should be well remunerated.
The Osun State Government should encourage and sponsor Youth Town Hall Meetings so as to give the youths of Osun State the opportunity to contribute their quotas towards moving the State forward.
The Government should encourage youths in Agricultural Programmes.
6. Acknowledgement: The conference acknowledged the sponsorship received from the Government of Osun State. Likewise, appreciated the technical and logistic supports extended by the collaborator of this historic event, the Osun State Directorate of the National Orientation Agency. It also expressed gratitude to all the individuals and corporate bodies who believed in the visions of the organisers of this project, the Osun State Representatives at the Nigerian Youth Parliament (Hon. Isiaka Olamilekan Popoola – Osun Central, Hon. Jimoh Abiola – Osun West and Hon. Tinuola Awosemo – Osun East). Appreciations in deed are to the Honourable Members of the Nigerian Youth Parliament who travelled from far distances to grace the occasion; the National Youth Council of Nigeria (Osun State Chapter) for their “young shall grow” leadership style; the Central Planning Committee Members for their dedications towards making the project a reality and a host of others.

A WELCOME ADDRESS DELIVERED BY THE OSUN STATE REPRESENTATIVES AT THE NIGERIAN YOUTH PARLIAMENT DURING THE OPENING CEREMONY OF THE FIRST OSUN STATE YOUTH TOWN HALL MEETING HELD AT THE WOCDIF CENTRE, OSOGBO, OSUN STATE, ON WEDNESDAY, DECEMBER 16TH, 2009

Protocols.
Youth participation in governance and decision making is a key ingredient of democracy and a prerequisite for sustainable development. The Nigerian Youth Parliament responds to this imperative by providing a mechanism for synthesizing ideas into constructive policy and legislative proposals to various arms of government and one of such ways of achieving these dreams are through the instrument of YOUTH TOWN HALL MEETINGS.

Since the inception of the Nigerian Youth Parliament, the Parliament has held two National Youth Town Hall Meetings in Uyo, Akwa Ibom State (for the 17 southern states in Nigeria) and Bauchi, Bauchi State (for the 19 northern states in Nigeria). A replica of such Meetings is hereby being presented in Osun State to afford the Youths of the State the opportunities to express their feelings on youth-related thematic issues and call for government’s interventions. This edition is the first to be held at the States’ level, throughout the country.

Osun State Youth Town Hall Meeting was designed to update the youths of Osun State on the activities of the Nigerian Youth Parliament; it serves as a constituency-based feedback mechanism on our activities as Youth Legislators and; it also calls for progressive brainstorming sessions among our colleagues on matters that are of great benefits to our physical, mental and socio-economic developments. The Meeting will generate robust debates on youth issues and further strengthen the youth voice in Nigeria’s democratic processes. The Meeting brings together the Honourable Members of the Nigerian Youth Parliament and Osun State Youths whose ages falls from (18 – 40) years.

The dream towards a Better Future of Nigeria is not only dependent on the adults but also heavily rest on the shoulders of the Nigerian Youths. We, as youths of today and leaders of tomorrow, have realised the challenges ahead of us and we are more than prepared to assist our dear country in actualization of her dreams towards national sustainable developments. The outcome of our national Town Hall Meeting in Uyo, Akwa Ibom State, brought about amnesty for the Niger – Delta Militants and that of Bauchi, Bauchi State resulted into the Federal Government’s re – energised commitments on the Reform of the Almajiri System of Education. This is our goal and we cannot just sit – back without being active in nation building and we will all join hands together to achieve it! In the words of Franklin D. Roosevelt, he said, “We cannot always build the future for our youth, but we can build our youth for the future.” In another version, Thomas Jefferson said: “if we cannot prepare the future for the youths, we can at least prepare the youths for the future.” It is thus imperative that the youths are given every opportunity to contribute their strengths towards a better Nigeria.

Mr. Chairman and the listeners, please let me use this opportunity to publicly acknowledge the motivations and supports received from the Osun State Government under His Excellency, Prince Olagunsoye Oyinlola, the Executive Governor of Osun State; Ministry of Information and Youth Development, Osun State; and the leadership of the National Youth Council of Nigeria, Osun State Chapter, under the Chairmanship of Alhaji Yakub Oni. Also, we want to sincerely appreciate the encouragements received from the leadership of the Nigerian Youth Parliament under the speakership of Hon. Luke Onofiok. Likewise, our mother, Chief (Mrs.) Remi Wilson, the State Director of the National Orientation Agency (NOA), Osun State, who strongly believes in building capacities in the Nigerian youth. Today, mama doubles as The Chief Host and a Guest Speaker! We sincerely appreciate your efforts towards a fruitful collaboration of this programme with your office.

The Chairman of this occasion, dignitaries on the high table, distinguished Honourable Members of the Nigerian Youth Parliament, the respected delegates, ladies and gentlemen, it is on this note that we want to humbly WELCOME you all to this epoch event as we are all witnessing the Osun State Representatives at the Nigerian Youth Parliament championing a new course on The Roles of Nigerian Youths Towards a Better Future.

Lastly, dear delegates, the Interactive Session of this programme offers a real opportunity to the youths of Osun State by making their own opinions felt and to learn for oneself the benefits of operating in a democratic framework. Communiqué will be issued at the end of the programme and its contents will be followed to the later by launching a clarion call campaign on the yearnings and aspirations of the Osun State youths to the concerned authorities at different levels of government. Therefore, we urge you all to give your strict attention to the matters on the agenda and please be reminded that the people of Osun State are eagerly waiting for the outcome of our deliberations. (A) INTRODUCTION
The Nigerian Youth Parliament is a youth legislative platform inaugurated by the President of the Federal Republic of Nigeria, Alhaji Umaru Musa Yar’adua, on the 25th of August, 2008. The parliament consist of 109 distinguished Youth Legislators from the Senatorial districts of the Federal Republic of Nigeria, in which Youth legislators from the three Senatorial districts in Osun State are actively representing the youths of the State. The Parliament is a medium through which Nigerian Youth are being involved in government’s policy formulation and implementation at the national level.

(B) PROGRAMME’S GOAL
According to a reliable statistics, Nigerian Youths constitute over 60% of the Nigeria’s total population and hence signifying the important position the youth are holding in our country. Thus, the programme was designed, among others, to update the youths on the activities of the Nigerian Youth Parliament; it serves as a feedback mechanism to the youths and; it also calls for progressive brainstorming sessions among youths on matters that are of great benefits to their physical, mental and socio-economic developments.

(C) PROGRAMME’S OBJECTIVES
The strategic objectives of the Youth Town Hall Meeting are:
1 To further strengthen the youth’s voice in Nigeria democratic process by building an active constituency for the work of the Nigerian Youth Parliament in its activities.
2 To provide an opportunity for building consensus among youths from diverse interest groups and between other stakeholders across the country.
3 To give the leader of the Nigerian Youth Parliament a first-hand opportunity to interact with and understand the issues affecting different youth constituencies.
4 To proffer solutions to the rising trend of Youth restiveness by creating a channel of opinion ventilation for Youth.

OYINLOLA APPLAUDED YOUTH PARLIAMENTARIANS

The representatives of Osun State at the Nigerian Youth Parliament paid an advocacy visit on Wednesday, November 18th, 2009, to the Executive Governor of Osun State, Prince Olagunsoye Oyinlola, at his office in Osogbo. They were supported by the Central Planning Committee members on the forthcoming First Osun State Youth Town Hall Meeting.

In his speech, the leader of the entourage, Hon. Isiaka Olamilekan Popoola, representing Osun Central Senatorial District, gave kudos to the Gov. Oyinlola on his youth – related programmes such as Osun State Trade Mission Summit, mechanised agricultural training of some youths in Shongai Farm Settlement in Republic of Benin and development of Free Trade Zone. As he said: “All these will have positive effects on the lives of Osun State people, residents and importantly, the Osun State youths.”

Hon. Popoola enumerated the achievements of the Osun State representatives to include advocacy visits to the media houses, Local Government Councils in Osun State, Osun State House of Assembly, prominent stakeholders in the state, inauguration of the Central Planning Committee on the forthcoming Osun State Youth Town Hall Meeting and partnership with government Ministries, Directorates and Agencies towards achieving sustainable national development.

In his response, Gov. Oyinlola thanked the delegation for their visit and appreciated their concerns towards using their energies positively. He implored the youths to shun violence and all forms of social vices. He also commended the efforts of the Youth parliament on the attainment of amnesty for the Niger – Delta militants, their resolutions on the reformation of Almajiri system of education and a host of others. He promised to look into their prayers brought before him as regards their challenges.

Also in attendance was Hon. Tinuola Awosemo, representing Osun East Senatorial District.

Protocols.

The plight of the Federal Government to re-introduce and incorporate CIVIC EDUCATION as a core subject in Nigeria’s basic education curriculum is very understandable. It is a means of social transformation, especially at this present time that the country is witnessing decadence in societal norms and values among the youths and adults. CIVIC EDUCATION teaches patriotism, rights, duties, values and responsibilities of both the citizens and the state. It changes the attitude of the general public towards dependency syndrome on the government. It also educates the people to understand what public service means and what is expected of individuals, as stakeholders. At least, the task of strategic nation building is a duty naturally imposed on every citizen by the concept of patriotism.

It is in view of the above thought at heart that we write to most heartily congratulate the National Orientation Agency (NOA), Osun State Directorate, for organising this capacity building Workshop for Civic Education Teachers in Osun State. Yes, the teachers need to understand what CIVIC knowledge, skills and attitudes students should possess and how best to instil these. As a scholar put it: “Classroom-based education about our history, government, law, democratic system and current events are vital. If students learn about these in a well structured curriculum, they may retain that information till adulthood.”

The positive effects of the project will be multiple on the lives of the students as they will all grow to become better persons in our communities in the nearest future. As students spend most part of their times on academic activities, thus, the teachers will be in the best position to expose the young Nigerians to government and governance structures at their early ages. This will empower youths to contribute in improving the quality of governance in their communities; it enables them to collaborate and carry out discussions on government and governance; and stimulate dialogue on government’s policy formulations ad implementations.

At this juncture, the representatives of the ever peace-loving and civil youths of Osun State at the Nigerian Youth Parliament thus add their weights behind this project. We will also lobby our colleagues at the National Assembly to collaborate with their state Directorates of NOA towards a successful implementation of this programme at national level. The future belongs to the youths and we will always be in partnership with any government ministry, directorate and/or agency championing a new course for the Nigerian youths and “Moving Nigeria to Greatness.”

We wish the participants fruitful and interesting deliberations as they apply their various fields of learning, expertise and wisdom in impacting the concept of CIVIC EDUCATION on the hearts of Nigerian youths.

YOUTH LEGISLATORS TOOK ADVOCACY VISITS TO THE GRASSROOTS

In continuation of their over-sight functions, the three representatives from Osun State at the Nigerian Youth Parliament (Hon. Tinuola Awosemo – Osun East Senatorial District, Hon. Isiaka Olamilekan Popoola – Osun Central Senatorial District and, Hon Jimoh Abiola – Osun West Senatorial District) have taken their Advocacy Visits on the activities of the Nigerian Youth Parliament to the local government level in Osun State.

In her address, Hon. Tinuola Awosemo said, “we cannot be representing the youths of our constituencies without taken our time to visit them at their various localities. Thus, the purposes of the visits to these grassroots are to ascertain the level of youth awareness on the national programmes and to inspire them as instruments of social and economic changes in our society.” Hon. Isiaka Olamilekan Popoola added that: “the population of the Nigerian Youths is very big for us to be neglected by any government when asking of ‘who is who’ in policy formulation and implementation. The Nigerian Youths have to be mainstreamed into the governance in other to promote sustainable youth development, peace, political stability and socio-economic development of our country. The trips also afford us the opportunity to sensitize all the stakeholders in the State on the forthcoming first Osun State Youth Town Hall Meeting, scheduled to be held from December 16th – 17th, 2009, in Osogbo, Osun State.”

The first part of the tours, which involve the crew of Youth legislators and the members of the Central Planning Committee on the Osun State Youth Town Hall Meeting, have reached the following local governments: Ejigbo, Ola-Oluwa, Iwo, Ikire, Ife North, Ife Central, Olorunda, Osogbo, Ilesha West, Ilesha East, Ori-Ade, Obokun, Boripe, Ifelodun and Boluwaduro.

All these trips were facilitated with the mobility supports received from the Osun State House of Assembly, under the speakership of Rt. Hon. (Barr.) Bello Adejare.

3 Osun Youths to serve in Nigerian Parliament

THREE youths from Osun State have been selected to serve in the executive committee of the Nigerian Youth Parliament, the state Commissioner for Information and Youth Development, Alhaja Adejoke Aderinto, has said.

Alhaja Aderinto, while speaking at the ministerial press conference held in Osogbo, at the weekend, said the youth, Tinuola Awosemo, Rilwan Jimoh and Isiaka Popoola, representing the three senatorial districts of the state at the second sitting of the Nigerian Youth parliament in Abuja, won the post of secretary, House Committee on Labour and Employment; member, House Committee on International Relations and Conflict Resolution and deputy chairman, House Committee on Gender and Physically Challenged Matters respectively.

The commissioner, speaking on youth empowerment, employment and skills acquisition, said it was the plan of the state government to ensure that they were empowered.

According to the commissioner, “it is realised that for a youth to contribute meaningfully to the economic development of a nation, such must be gainfully employed.”

Speaking on the achievements of her ministry in the last 10 months, Alhaja Aderinto said the government had completed the construction of an ultra-modern Government Press building with the installation of digital printing equipment.

OSUN STATE HOUSE OF ASSEMBLY ENCOURAGED THE NIGERIAN YOUTH PARLIAMENT

The Youth Legislators representing the youths of Osun State at the Nigerian Youth Parliament (Hon. Tinuola Awosemo – Osun East Senatorial District, Hon. Isiaka Olamilekan Popoola – Osun Central Senatorial District and, Hon Jimoh Abiola – Osun West Senatorial District) and the Central Planning Committee members on the proposed Osun State Youth Town Hall Meeting paid an Advocacy Visit to members of the Osun State House of Assembly yesterday, in Osogbo.

While briefing the honourable members during the House session, the leader of the team, Hon. Isiaka Olamilekan Popoola, explained the aims of the visit. He said, “we have come here today: to update the House on the activities of the Nigerian Youth Parliament; Submission of the Report of the two Sittings of the Nigerian Youth Parliament held at the National Assembly Complex, Abuja; to seek for the support of the State House of Assembly in the creation of the Osun State Youth Parliament and; to seek for the collaboration of the House in organising programmes to further sensitize the youth and the general public on the essence of the legislative arm of government.”

In his “young shall grow” remarks, the Speaker of the Osun State House of Assembly, Rt. Hon. Bello Adejare, thanked the Youth legislators and the Committee members for their beautiful presentations at the floor of the House. In his words, “the Federal Government of Nigeria is appreciated for this laudable programme. At least, what we were not enjoyed during the military era, as youths, are what you are enjoying today. You have to use the platform wisely and make your contributions meaningful towards the development of our country. He further stated that, “the youth constitute the largest percentage of our population thus, their actions are more pronounced in the society. Your campaign must include Youth against restiveness, thuggery, cultism, and all sorts of social vices.”

The Speaker promised to look into the prayers brought before the House. He also granted the release of the House’s coastal bus to be used in carrying-out the scheduled visits to the three senatorial districts in the state.

ADDRESS DELIVERED AT THE INAUGURATION CEREMONY OF THE PLANNING COMMITTEE ON THE PROPOSED TOWN HALL MEETING FOR THE YOUTHS OF OSUN STATE, HELD ON FRIDAY OCTOBER 16TH, 2009, AT THE NETNOS OFFICE, OPPOSITE TECHNICAL COLLEGE, OSOGBO, OSUN STATE


Protocol observed

It is with the Grace of God that we are gathering here today in order to chart a new course in the development of a better future for the youths of Osun State and Nigeria as a whole. Today marks the inauguration of the Planning Committee on the proposed Town Hall Meeting for the Youths of Osun State. As a slogan says: service to humanity is the best work of life, the Committee is expected to carry-out the responsibilities of looking into and facilitating all ways towards the actualization of the proposed Youth Town Hall Meeting in the state with the anticipated result of positive impacts on the lives of Osun State youths and society.

To those that are not aware of the concept of the National Youth Parliament, let me start by telling you that it is the programme of the United Nations through which youths are being involved in democratic processes and mainstreaming youths into government’s policy formulation & implementation. As a signatory to this treaty and in line with the international best democratic practice, the Nigerian government adopted this programme last year and established the first ever Nigerian Youth Parliament through the Federal Ministry of Youth Development. Its formal inauguration was conducted by His Excellency, Alhaji Umaru Musa Yar’Adua, President of the Federal Republic of Nigeria, ably represented by the Honourable Minister of Youth Development, Senator Akinlabi Olasunkanmi, on August 25th, 2008, at the National Assembly Complex, Abuja. The Nigerian Youth Parliament is a medium through which Nigerian Youths are being involved in government’s policy formulation and implementation at the national level. It also promotes legislative exposures for Nigerian youth representatives, fostering consensus building and agenda setting on contemporary national and/or youth related issues in Nigeria. It consists of 109 distinguished Youth Legislators from the Senatorial Districts of the Federal Republic of Nigeria, in which Youth legislators from the three Senatorial Districts in Osun State are actively representing the youths of the State.

Since its inception, the Parliament has had opportunities to hold two sittings at the National Assembly Complex in Abuja and two National Town Hall Meetings in Uyo, Akwa Ibom State (for the southern states in Nigeria) and Bauchi, Bauchi State (for the northern states in Nigeria). The Youth Town Hall Meeting is a programme designed, among others, to update the youths on the activities of the Nigerian Youth Parliament; it serves as a feedback mechanism to the youths and it also calls for progressive brainstorming sessions among our colleagues on matters that are of great importances to our physical, mental and socio-economic developments. According to a reliable statistics, Nigerian Youths constitute over 60% of the Nigeria’s total population and hence signifying the important position we are holding in our country.

The strategic objectives of the Town Hall Meeting are:
1 To further strengthen the youth’s voice in Nigeria democratic process by building an active constituency for the work of the Nigerian Youth Parliament in its activities.
2 To provide an opportunity for building consensus among youths from diverse interest groups and between other stakeholders across the country.
3 To give the leader of the Nigerian Youth Parliament a first-hand opportunity to interact with and understand the issues affecting different youth constituencies.
4 To proffer solutions to the rising trend of Youth restiveness by creating a channel of opinion ventilation for Youth.

As regards the proposed Youth Town Hall Meeting in Osun State in which we are inaugurating its Planning Committee today, we have reviewed all the features of the ones we have held at the national level and suit it to our immediate environment but with the same objectives.

In the words of Franklin D. Roosevelt, he said, “We cannot always build the future for our youth, but we can build our youth for the future.” In another version, Thomas Jefferson said: “if the we cannot prepare the future for the youths, we can at least prepare the youths for the future.” This, we believed, is a capacity building for all those that will be involved in the implementation of this laudable programme. Thus, to those that were opportuned to be members of this Committee, this is a clarion call for a selfless service to our colleagues in the state and an opportunity to contribute our quota to the peaceful development of the state.

On behalf of my distinguished honourable colleagues in the state (Hon. Tinuola Awosemo – Osun East Senatorial District and Hon. Jimoh Abiola – Osun West Senatorial District), I heartily congratulate you all for your readiness to take up the challenges. We believe so much that you are up to the tasks ahead of you and that you will not disappoint the peace-loving youths of our dear state in discharging your responsibilities.

OSUN STATE YOUTH LEGISLATORS AT THE NYP AT IT AGAIN!!!

In continuation of their civic duties to their constituencies which is aimed at the grassroots awareness on the activities of the Nigerian Youth Parliament (NYP), the Youth Legislators (Hon. Tinuola Awosemo – Osun East Senatorial District, Hon. Isiaka Olamilekan Popoola – Osun Central Senatorial District and, Hon Jimoh Abiola – Osun West Senatorial District) representing the youths of Osun State at the Nigerian Youth Parliament (NYP) have commenced the second stage of their visitations. This one has to do with the Advocacy Visits to some prominent stakeholders in the State such as the royal fathers, Osun State House of Assembly, senators representing the three senatorial districts of the State at the Nigeria’s National Assembly, the Federal House of Representatives members representing the State at the Nigeria’s National Assembly and so forth.

The Osun State Directorate of National Orientation Agency (NOA) was our first point of contact on Tuesday, October 13th, 2009. The State Director of NOA, Chief (Mrs.) ‘Remi Wilson was our chief host and supported by the heads of departments under her office. Just yesterday, our team paid visits to His Royal Majesty, The Ogiyan of Ejigbo-land, Oba Omowonuola Oyeyode Oyesosin II, at his palace in Ejigbo, Osun State. Likewise, we also paid an homage to the His Royal Majesty, Oba Marufu , at his palace in Ifon-Osun, Osun State.

The interactive sessions with the royal fathers were more of fathers-to-children relationships as none of them appeared in their majestic regalia. The video clips of these Advocacy visits are so much available and some of their speeches will come into sight during the presentation of our all-inclusive reports as constituencies’ activities. Our itinerary is very comprehensive and we are always being inspired at every point of our journey. Just fell relaxed, you will all be briefed as we unfold the events.

The inauguration of the Central Planning Committee to look into and facilitate the proposed Youth Town Hall Meeting in Osun State, a replica of the national Youth Town Hall Meetings held for the northern and southern states of Nigeria through the platform of the Nigerian Youth Parliament, will be held tomorrow in Osogbo, Osun State capital, at 10:00am prompt.

NYP 2nd Sitting Resolutions

TEXT OF PRESS BRIEFING BY THE HONOURABLE SPEAKER OF THE NIGERIAN YOUTH PARLIAMENT, HON. ONOFIOK LUKE, AT THE CONCLUSION OF THE SECOND SITTING OF THE PIONEER YOUTH PARLIAMENT ON FRIDAY 21ST AUGUST,2009, AT THE HOUSE OF REPRESENTATIVES WING OF THE NATIONAL ASSEMBLY COMPLEX, ABUJA, NIGERIA.

Gentlemen of the press,

Today marks the end of the second sitting of the foremost Youth Parliament in Nigeria. A sitting where the 109 youth parliamentarians came with a bag full of intellectually sound, time tested and ingenious solutions to many of the nation’s teething problems. During the week-long sittings which were held at the House of Representatives wing of the National Assembly, various motions were sponsored, resulting in 11 resolutions bothering on crucial areas of national development like the imperative of resumption of negotiation between ASUU and FG, Desirability and inevitability of Power Sector Reforms, Electoral Reforms, Almajiri Educational Reforms, Increased Employment Opportunities and Sanitization of the Banking Sector with a view to reassuring investors’ confidence.

These motions enjoyed robust debates and adhered to all known and established parliamentary ethics and processes. By every standard of judgments, I am sure you will agree with me that the just concluded second sitting is a huge success. Let me provide you with cogent and verifiable premises leading to the above conclusion.

As soon as the house was properly convened, the impasse between the Academic Staff Union of Nigerian Universities and the Federal Government was introduced as a matter of urgent public importance. Youth Parliamentarians used the opportunity to bring to the fore the feelings of the youths of their various constituencies. At the end of a most heated debate the Parliament resolved that the Federal Government should return to the negotiation table and ASUU should be flexible in their demands in the interest of Nigerian students who akin to the proverbial: grass suffers when two elephants fight.

The motion on Power Sector Reform also generated a lot of powerful debates resulting in the resolution of the Parliament to the effect that since power plays a crucial role in the development of any nation, for our dear country Nigeria to attain its paramount vision of joining the prestigious group of 20 most developed economies by 2020, the Power sector must witness crucial, sincere and sustainable reforms that can guarantee constant power generation, distribution and availability. The Parliament further noted that the availability of constant power alone will bring down the cost of production of several goods and services, considering that the current prices were a reflection of the cost of production made high mostly due to the cost of using alternative power generation systems by producers. The Parliament called on the relevant authorities to ensure the attainment of the 6000 megawatts by December as promised by Mr. President.

Up for discussion was the Security Situation in the Country. Speaking under this motion, honourable members relayed the obvious but unhealthy reality that the premium on life in Nigeria was so low, to the extent that scores of people are being killed for very flimsy reasons by various groups of persons. The Parliament particularly frowned at the rampant kidnappings in the Niger Delta, the Boko Haram saga and the general insecurity in all parts of the country. The Parliament resolved that Security agencies must sit up. Nigerians were urged to desist from engaging in violent crimes. I say this with particular emphasis because of the lasting implications of violent crime and unrests resulting to loss of lives. Boiling hot in the contemporary global news space is the mounting protest against the release on compassionate grounds of the convicted bomber of the Lockerbie bombings of 21 years ago, Al Magrahi yesterday. This reaction alone is a pointer to the indelible pain inflicted on the families who lose their loved ones during religious or political crises. To all those who have lost their loved ones in such gruesome circumstances, our hearts go out to them.

Obviously, the motion on the need for Electoral Reform offered a medium for Parliamentarians to contribute ideas designed at achieving an acceptable Electoral Reform. The Parliament resolved inter alia that the Justice Mohammad Uwais-led Committee’s recommendations be implemented and prayed the National Assembly to expedite action on the amendment of the constitution so as to address the challenges posed by the electoral processes.

Worried by the lack of a legislation backing up the Nigerian Youth and Children’s Parliament and its non mention in the Nigerian Youth Policy. The Parliament prayed the National Assembly to enact a legislation giving legal backing to both Parliaments, which currently exist as a programme in the Ministries of Youth Development and Women Affairs & Social Development respectively. The Parliament further called on State governments to establish Youth and Children’s Parliaments in their states.

There was this very crucial motion on the need to reform the Almajiri system. Parliament frowned at the existence of about seven million teenage beggars in the Northern part of Nigeria and consequently resolved that Government at all levels particularly those of Northern States, should organize a summit with a view to addressing the Almajiri system and their participation in the Universal Basic Education programme. The Nigerian Immigration Service was also advised ensure that illegal immigrants and their children are not allowed into the Country.

Without any intention to bore you with details, I have only attempted to relay to you the crucial issues that were discussed in the hallowed chambers where the sittings took place and to announce to you that the 109 youths who came heavily loaded are returning home fulfilled. They are gratified because they have brought to the fore the feelings of their constituents, because according to Abraham Lincoln “no man is fit to lead another without his consent”. We are happy that we have judiciously executed the mandate handed us by the youths we represent, nothing gives more joy and satisfaction than that. Ipso facto , the Parliament resolved to graciously commend the President, Alhaji Umaru Musa Yar’Adua (GCFR) for pronouncing into existence the Nigerian Youth Parliament, The Honourable Minister Of Youth Development, Senator Akinlabi Olasunkanmi for his dedication to the Success of the Youth Parliament, The First Lady Hajia Turai Yar’Adua for her support to the Parliament and the Executive Governors of Akwa Ibom and Bauchi States, Chief Godswill Obot Akapbio and Mallam Isa Yuguda, respectively for the supports during the hosting of the First Youth Town Hall Meetings in their States.

Conclusively, as we round off this very eventful second Sitting, I appeal to all who have a role to play in our current and previous resolutions to properly study our debates and recommendations and where need arises, invite us for further discussions, but most importantly, should act in ubberima fidea and patriotism. I call on the Government Ministries and agencies involved to implement our recommendations as failure to heed our small voices is to the peril of the Nation. It has happened before, at the Uyo Town Hall Meeting, we called for Amnesty others criticized but Government heeded and today we are reaping the benefits of that demand by the youths. At Bauchi we called for the reform of the Almajiri system and a close watch on sects capable of fomenting trouble, this was not heeded and recently the nation woke up to the unpalatable Boko Haram experience. We must be proactive not reactionary. We lose more in cure than prevention.

I must sincerely commend the Press community for being very supportive to the Parliament via their reports and features. This has been very encouraging. This second Sitting enjoyed huge publicity on both print and broadcast Media. We are optimistic that this beautiful relationship will persist for long. I am desirous of this because this press briefing is taking place on the same day which an out numbered British army using a ‘thin red line infantry’ defeated the French Army in the Battle of Vimiero in 1808. I know that we can partner the press to become the contemporary thin red line to bring victory to justice over injustice, merit over mediocrity and patriotism over individualism. This is our story, this is our prayer, we hope you will oblige us this request.

OSUN STATE REPRESENTATIVES AT THE NYP EMBARK ON ADVOCACY VISIT

Representation, legislation, and over-sight functions are key duties of a legislative institution. Youth Legislators (Hon. Tinuola Awosemo – Osun East, Hon. Isiaka Olamilekan Popoola – Osun Central and, Hon Jimoh Abiola – Osun West) representing the youths of Osun State at the Nigerian Youth Parliament have started grassroots sensitization programme on the activities of the Nigerian Youth Parliament. The programme, among others, is intended to update the youths on the activities of the NYP; it seeks for collaborations between the youths and development partners; and it also serves as a feedback mechanism to the youths of the state.

The first stage dwells on media advocacies to the print and electronic media houses such as the Nigerian Televison Authority in Osogbo and Osun State Broadcasting Corporation (Radio & Television Stations) in Osogbo, Ile-Ife, Iwo, Ilesha and Ibokun. Likewise, print media houses include Osun Mail and Osun Defender newspapers, all in Osun State of Nigeria. ADDRESS BY THE HONOURABLE MINISTER OF YOUTH DEVELOPMENT, SENATOR AKINLABI OLASUNKANMI, AT THE GRAND FINALE OF THE 2009 INTERNATIONAL YOUTH DAY CELEBRATION IN ABUJA

PROTOCOL:

I am very delighted to welcome you all to this year's International Youth Day Celebration, a day set aside by the United Nations to Honour the Youth. It was an idea hatched in Lisbon Portugal in the year 1998. All over the world, this day is observed for the young people whose ideas and innovations shall determine the future of all nations. Nigeria as a signatory to this declaration, observes the day with a week long series of activities that culminates in the Grand Finale on 12th of August. This is to demonstrate government's support and commitment to the cause of youth in Nigeria.

The objectives of this celebration are: (1) To sensitize young people on the importance of sustainability in the development of every nation; (2) To recognize and honour youth who have made positive contributions to national development; (3) Building friendship among the youth; and (4) To remind the youth of their role and responsilities in nation building.

The theme for this year's celebration as chosen by the United Nations is "Sustainability: Our Challenge, Our Future." It is very significant because it cuts across all segments of human activities viz: the Environment, Economy and Society. About 1000 young people have been kept together since 6th of August to explore the theme through various activities and programmes such as Paper Presentations on topics that centered around the theme, Carnival Trains, Dance Drama Competitions, Sporting Activities, and the Honourable Minister's Interactive Forum where the youth had the opportunity to sit down with their Minister to make viable contributions on the way forward. All these activities, you will all agree with me, were highly educative and informative.

It is with utmost loyalty and honour that I welcome His Excellency, Alhaji Umaru Musa Yar'Adua (GCFR), President and Commander-in-Chief of the Armed Forces to this year's International Youth Day Celebration. The presence of your Excellency at this ceremony is a clear demonstration of Mr. President's commitment to youth development.

This year's International Youth Day Celebration is quite remarkable as nearly all the states of the federation are in attendance including more than 40 Voluntary Youth Organisations. This is a clear demonstration of our collective dedication to make Nigerian youth key contributors to the development of our great country, Nigeria.

I must commend all participants for the cooperation, resilience and the participatory spirit you displayed throughout the duration of the programme. I must confess that I learnt a lot from your quality contributions during our interaction which has helped to solidify my resolute belief in the Nigerian youth as the bedrock for national development. I have no doubt in my mind that the lessons learnt here will be properly disseminated to our counterparts who are not part of us here today as we return to our various communities to enable every Nigerian youth play a vital role in our quest for sustainability whether in the environment, economy or the society in general.

I sincerely thank you all for being part of this year's International Youth Day. The successful celebration of this day would not have been possible without your active participation and the support of our development partners especially the United Nations Population Fund (UNFPA). I equally appreciate the contributions of the FCT Administration, the National Youth Service Corps and other government agencies. Your action has clearly demonstrated the importance of synergy as catalyst to youth development.

May I seize this opportunity to crave for the continous commitment of every stakeholder as we collectively strive to implement youth programmes to better the lots of Nigerian youth.
