3RD SITTING OF THE NIGERIAN YOUTH PARLIAMENT

The 109 distinguished Honourable Members of the Nigerian Youth Parliament are meeting officially for the Third Sitting within their two years in office. It should be recalled that the Youth Parliament was inaugurated by late Alhaji Umaru Musa Yar’adua, the immediate former President and Commander-in-Chief of the Army Forces, Federal Republic of Nigeria, on August 25, 2008, at the National Assembly Complex, Abuja. The Parliament is to serve as a training ground for the Nigerian youth to imbibe the culture of sustainable democracy through legislative processes. It also gives rooms to the young people to be key stakeholders in the federal government’s policies’ formulations and implementations.

The Parliament activities are being coordinated by the Federal Ministry of Youth Development and its sittings are facilitated by the National Assembly (NASS). While the First Sitting was held from August 25 – 29, 2008, the Second Sitting was held from August 17 – 21, 2009. According to the Programme of Event for the Third Sitting, which was scheduled to be held from September 20 – 25, 2010, the line-up activities are as summarized below:

4TH NATIONAL COUNCIL ON YOUTH DEVELOPMENT: OSUN 2010

The National Council on Youth Development (NCYD) is the apex decision making body to the Federal Government of Nigeria on the issues that have direct or indirect impacts on youth development and empowerment of Nigerian youth. The body was created in year 2007. Since its inception, it has held its yearly Meetings in Kastina (2007), Calabar (2008) and Abuja (2009). This year’s edition will be held at the heart of the Osun State Capital city, Osogbo.

This year’s Council Meeting which is expected to be held from July 12th – 16th, 2010 has the theme: “Nigerian Youth: Challenges of Unemployment and Restiveness: The Way Forward.” Its features include Technical Sessions, Review of the Implementation of the past Meetings, Submission of new memoranda and release of a Communiqué at the end of the Meeting.

The expected delegates are “who are who” in Nigeria’s youth development sector. The categories of these people include: The Honourable Minister of the Federal Ministry of Youth Development; the Permanent Secretary of the Federal Ministry of Youth Development; the States’ Honourable Commissioners and Permanent Secretaries in-charge of youth development; UNFPA; National Youth Council of Nigeria (NYCN) Executive Members; the leadership of the Nigerian Youth Parliament (NYP) and; all other invited participants.

As an adage says, “Youth cannot be side-lined when the issues on nation building are being discussed.” It is on this note that the three distinguished Honourable Members Representing Osun State at the NYP (Hon. Isiaka O. Popoola – Osun Central, Hon. Jimoh Abiola – Osun West and Hon. Tinuola Awosemo – Osun East) welcome all the delegates to the State of the Living Spring. Particularly, we humbly welcome His Excellency, Comrade O.J. Ajani, a son of the land and the President-Elect of NYCN, on his first working visit to Osun State. Likewise, Hon. Luke Onofiok, the Speaker of the NYP.

As over 70million Nigerian Youth are eagerly awaiting the Meeting’s “implementable” Communiqué, We wish the participants fruitful and interesting deliberations as they apply their various fields of learning, expertise and wisdom in championing a new cause for the great Nigerian youths.

FOUR HMs OF NYP EMERGED AT THE NYCN EXCO ELECTIONS

After a long time of legal battles that rocked the leadership of the National Youth Council of Nigeria (NYCN), all the aggrieved parties had later resolved to bury their grievances in other to have a way forward for the youth sector development in this country. This arrangement resulted into the conduct of a free and fair election into the Executive Council of the NYCN during the just concluded 2010 National Youth Congress, held at the Merit House, Abuja, from June 30th to July 3rd, 2010.

With the supports from the Federal Ministry of Youth Development, Nigeria, the Caretaker Committee who had been paddling the canoe of the Council for a while was dedicated towards having a successful transition programme. Likewise, the Electoral Committee Members were neutral in organising a well accommodating election.
From the list of the contestants, four distinguished Honourable Members (HMs) at the Nigerian Youth Parliament (NYP) vied for different positions in the Election. At the end, four HMs won and one person lost to his opponent:
(1.) Hon. Esse G. Umot (Akwa Ibom North-West) as Deputy National President
(2.) Hon. Aishatu J. Bashir (Bauchi South) as Vice National President, North-East
(3.) Hon. Mbanusi Emman as the Treasurer
(4.) Hon. Ibekwe Alexander (Anambra Central) as Ex-Officio, South-East
(5.) Hon. Oscar D. Kalu (Abia North) lost out.

On behalf of the distinguished HMs of the NYP, we send our CONGRATULATORY MESSAGES to these worthy ambassadors of the dynamic Parliament for their victories at the polls. We also re-instate our continuous supports to Hon. Oscar D. Kalu who lost in the contest as the Vice National President (South-East) for the second term. With our spirit of brotherhood and national integration, we will all continue to work hand-in-hand towards achieving a national unity. In an historic event which was graced by more than seventeen HMs, we are saying a big congratulation to all the emerged Excos of NYCN, under the leadership of Comrade O.J. Ajani as the President.

VICTORY AT LAST! AS THE NASS MEMBERS DROPPED ISSUES ON AGE LIMITS

The struggles towards the political emancipation of the Nigerian Youths, through constitutional and institutional frameworks, are as important as our Right to Vote and be Voted during the general elections at all levels of government.

You will recall that when the Federal House of Representatives rose from their sitting on Tuesday, April 27th, 2010, they reviewed Section 65(1) of the Constitution of the Federal Republic of Nigeria 1999 and amended that the AGE LIMITS for contesting an election to the House of Representatives and the Senate should be scaled up from 30 to 35 years and from 35 to 40 years respectively. On this development, the Nigerian Youth Parliament took up the matter as the greatest challenge to de-franchise the Nigerian Youths (of over 60% of the Nigerians’ total population) to be voted for and occupy seats at the apex legislative body of Nigeria government. The Speaker of the Parliament, Hon. Onofiok Luke called a Press Conference on this issue, to let the whole world know our stands on this matter. Since that time, we have been on a close mark with the daily developments on the Constitution Review processes.

Thereafter, the Joint Committee of the Upper and Lower Chambers sat to harmonise the adoptions, as differently passed. It was during their sittings that the issues surrounding the scaling up of the AGE LIMITS were dropped as earlier proposed by the House of Representatives members. The Senate voted for the support of the harmonised version of the review on Wednesday, June 2nd, 2010 while the House of Representatives followed suit on Thursday, June 3rd, 2010. A harmonised version which was made available to us, two days ago, revealed that the status qou of the Constitution is being maintained! This version is now ready to be sent to all the 36 States’ Houses of Assembly in Nigeria for their inputs. Meanwhile, the final copy of the amendment processes is expected to be deposited at the National Judicial Council of Nigeria on June 15th, 2010 as the new Constitution of the Federal Republic of Nigeria.

Greatest compatriots of Nigerian Youths, we want to humbly appreciate your concerns and efforts on this struggle. Together, we have jointly informed the distinguished National Assembly members and the political elites that the way forward for political development of our dear country is to mainstream the younger generation into the system in order to achieve the desired future.

We wish our respected and ever courageous colleagues who are going for elective positions during the forthcoming 2011 general elections successful and victorious outing. We love you all!!!

A TRIBUTE TO PRESIDENT UMARU MUSA YAR’ADUA

It is God’s ordainment that every living soul shall one day taste death. And after death, the journey to eternity commences.

On May 5th, 2010 Nigerians woke up with the news of the demise of the Immediate Past President and Commander-in-Chief of the Army Forces of the Federal Republic of Nigeria, His Excellency, Late Alh. Umaru Musa Yar’adua. The news was traumatized and its effects gripped all the four corners of Nigeria. To quench the effects, the Federal Government of Nigeria instantaneously announced a public holiday for the same day and a seven-day mourning in a dignified honour of the departed soul.


It is on this note that the Honourable Speaker, leadership of the Parliament and all the 109 distinguished Honourable Members of the Nigerian Youth Parliament are sympathising with his family, the Nigerian youths and all Nigerians, both at home and in diasporas, on the sudden death of our amiable former President. His true-to-the-heart and historic efforts towards repositioning our dear country among comity of nations on the pedigree of sustainable political and socio-economic developments of Nigeria will ever be remembered down the memory lane. The man was known for the rule of laws, institutionalisation of a process in the direction of credible Electoral Reforms in Nigeria, restoration of a lasting peace throughout the country (especially, the once troubled Niger-Delta region), establishment of the Ministry of Niger Delta Affairs, Vision 2020-20, Seven Point Agenda, etc. Notwithstanding the political “cabal”, games and stories surrounding his health conditions until his death, we still uphold the impeccable records of the achievements of the former President of the multi-ethnics, multi-religious and over 140 million Nigerians.


As a man like every one of us, he was bound to make some mistakes in discharge of his duties to his Creator and his fellow human beings. We pray to The Almighty Lord to forgive him of his inaccuracies and accept him to His most rewarding status in the Paradise. Amen and amen.

PRESS RELEASE!!!

“NO” TO TACTICAL EXPULSION OF NIGERIAN YOUTH FROM CONTESTING FOR POSITIONS AT THE NIGERIA’S NATIONAL ASSEMBLY ELECTIONS

The Nigerian Youth Parliament is a youth legislative platform inaugurated by the President of the Federal Republic of Nigeria, Alhaji Umaru Yar’adua, on the 25th of August, 2008. The parliament consist of 109 distinguished Youth Legislators from the Senatorial districts of the Federal Republic of Nigeria, in which Youth legislators from the three  Senatorial districts in Osun State are actively representing the youths of the State.  The Parliament is a medium through which Nigerian Youth are being involved in government’s policy formulation at the national level.

In line with the present situation of the Constitution Amendment in the country, we want to make our stand known to the public on behalf of the peace-loving youth of Osun State, upon whom we stand proxy at the floor of the Nigerian Youth Parliament.

Just last week, the Federal House of Representatives amended 40 out of the 44 clauses presented to it in a report submitted by the Hon. Usman Nafada-led House Committee on the Constitution Review. While in session on Tuesday, April 27, 2010 the Honourable Members voted and agreed on a lot of issues such as on Independent National Electoral Commission (INEC), cross carpeting of political office holders, independent candidacy for elections, etc. Of almost concern is the resolution of the House to tactically stampede the Nigerian youth in national political participation. On the faithful day, the House resolved that the AGE limit of a contestant for an election into the Nigeria’s Federal House of Representatives should be increased from 30 to 35 years. The Senate had earlier resolved while considering the report of its Committee on Constitution Review that the AGE limit of a contestant for an election into Senate should be increased from the present 35 to 40 years. Meanwhile, the AGE limit for an election to the national assembly is as contained in the Section 65(1) of the Constitution of the Federal Republic of Nigeria 1999. This clause is the one that the two chambers of the national assembly have agreed to amend.

In our view and in accordance with the known international best democratic practices, we want to make it public that the resolutions of the two chambers on this issue are worrisome, uncivilised, undemocratic and anti-youth development. And that the step is tantamount to cause violence and chaos in the country. Likewise, we want to state it unequivocally that through our political offices at the national assembly, coupled with enabling environment, adequate man power training and state-of-the-heart exposures, we can compete favourably with our peers all over the world and also contribute our quotas towards nation building and meaningful national development. If given the opportunity, we will proof some of the wrong assumptions of some leaders in this country that the present crops of youth are inexperienced to paddle the canoe of this country to greater heights. In addition, we are using this medium to advise the 36 State Houses of Assembly to take note of this matter and reject, in its entirety, the harmonised resolutions of the national assembly on this issue.

Kofi Annah, Ex- Secretary General of UN, once said, “No nation is born a good citizen; no nation is born democracy. Rather, both are processes that continue to evolve over a lifetime. Young people must be included from birth. A society that cuts itself off from its youth severs its lifetime.” They must let the Nigerian youth grow to their God-given prominence. Enough is enough of sit-tight syndrome!!!

OSUN STATE YOUTH PARLIAMENT: INAUGURATION OF COMMITTEE

On Wednesday, November 18th, 2009, a congregation of Osun State youths paid a courtesy visit to the Executive Governor of Osun State, Prince Olagunsoye Oyinlola, at his office under the auspices of the Osun State Representatives at the Nigerian Youth Parliament. The epoch event was used to inform the Executive Governor of the programmes of the Nigerian Youth Parliament and to chart a new course for the development of youths in the State.

At that occasion, one of the requests that were put before the government was the establishment of the OSUN STATE YOUTH PARLIAMENT, in which the Executive Governor agreed to and promised to implement as soon as possible. Early this month, we were informed, through a letter issued from the Ministry of Information & Youth Development and dated March 9th, 2010, that the Osun State Government has approved the establishment of the Youth Parliament. Part of the letter read thus: “I am directed to... inform you that the State Executive Council has approved the establishment of Osun State Youth Parliament. The Parliament is to, amongst others, foster national unity and provides opportunities for sharing of experiences through peer learning...”

Today, March 16th, 2010 the Committee on the proposed Youth Parliament was inaugurated at the office of the Permanent Secretary, Ministry of Information & Youth Development, Government Secretariat, Osogbo, Osun State. The eleven-member Committee is headed by Mr. Ayo Ojekale, the Director of Youth Development at the Ministry of Information & Youth Development while other members are: Alh. Yakub A. Oni (National Youth Council of Nigeria), Hon. Isiaka O. Popoola (Nigerian Youth Parliament), Mrs. O.O. Ahcle (National Youth Service Corps), Mr. Olawoyin Esho (Osun State House of Assembly), Mrs. O.A. Apoeso (Ministry of Justice), Mr. W.A. Oyebanji (Ministry of Education), Mrs. O. Alowonle (Ministry of Women Affairs & Social Development), Mr. Abiodun Ajayi (National Orientation Agency), Mrs. A.A. Ojekale (Ministry of Information & Youth Development) and a person from the Osun State Broadcasting Corporation.

As presented in his keynote address, Dr. Olumide Babatunde, the Permanent Secretary, informed the Committee Members that ”...you are saddled with the responsibilities of screening and selecting thirty-one youth from all the local governments councils in the State, including the Ife-East Area Office, Modakeke-Ife.” He continued, “...the would-be members of the State Parliament must be a citizen of Osun State between 18-30 years with a minimum of Secondary School Certificate or its equivalents, must not have been convicted of any criminal offences and must not belong to any secret cults.”
